Yes. Put the two DNS servers under Static DNS on the Setup > Basic Setup page. Put 10.0.0.0 for the third or it might pickup and use your ISP's instead.

I've always used it and have not had any problems. On the contrary, I boosted the cache up to 10,000 entries. It speeds things up.

FYI, I believe ASUS routers enable this by default. Your computer ...

Most likely, no. Been running 18946 since it came out myself. I found a number of newer builds seem to thrash the CPU.
