You are right LOM this is the RAM chip and not the SPI flash chip how could I be that stupid. Sometimes I act before I think!

I was finally able to flash the cfe without the problem with the first two bytes by issuing tjtag -erase:cfe and then tjtag -flash:cfe /noerase
