Why don't you use DNSMasq as a cache server? By default it caches 150 names and you can configure it with the cache-size option.

well ... does dnsmasq cache same info as bind ?
or just IP address ?

The results on speedtest.net do not represent anything due to caching, compression and/or other tricks ISPs use. This is somewhat similar myth to 3x30 pin hole thing.
for example my ISP has 60Mbps lin ...
