instead of using the "upgrade" command, use the "flash" command:

cfe> nvram erase

here is some new finding:

finally tried a 3rd party firmware, tomato firmware for e3200. and it is amazing that tomato firmware can work. then i flash back offical firmware, it just begin to reboot ...

here is the nvram info. i don't know if it is some wrong data in the nvram caused the reboot.
and i don't know how to delete them all
