QoS: bulk with max speed?

I have a guest wifi (VAP) and I'd like to limit it with QoS. I'd like to give it Bulk priority and also a 2000 kbit limit.

Reason why: I have a 12 mbit connection and I'd like the VAP to use up to 2 mbit, unless I'm downloading something in my PC, then I'd like dd-wrt to treat it as Bulk priority.

Is this possible somehow with dd-wrt?

I tried using Interface Priority in Manual priority, but that gives it 2 mbit all the time, even if I'm downloading something in my PC. If I set it to bulk, the VAP user can use 12 mbit.
