In my case, yes I get a WAN connection when I clone the MAC without power off/on of the modem. May have too give it a minute or so. As I understand it, and could be wrong, the modem keeps the MAC it saw and will not use another until a power cycle. So, in my case, cloning gives the modem the same MAC and everybody is happy.

thanks. I'm probably giving up too soon and not letting cloned MAC associate as long as it's the HW MAC that's required. I'll try again.
