port forwding issues, not sure what im doing wrong?

Note: If this isnt the right section then move it to the correct spot, i just wasnt sure where to post this so i posted in this section.

Ok, well i am trying to open up multiple ports and using a php based port scanner to see if it open and not restricted or not. I have tryed multiple things, even going as far as to calling Arris for my modem and comcast to see if they are blocking anything both saying they do not or the hardware (Modem) flat out cant. I have tryed mostly all, not sure if a setting is off in my router running ddwrt or what being im still trying to get the hang of ddwrt it self, so if anyone willing to help please pm or reply and let me know some steps or we can chat and see if anything i have in settings could be limiting me.
This is a snippet of what the port php scanner is saying
34197/tcp open|filtered unknown
34197/udp open|filtered unknown

I use Steve Gibson's port scanner: https://www.grc.com/x/ne.dll?bh0bkyd2.

Mind you, if you did not port forward anything the ports show up as stealth, if you forward/open up the ports but the forwarded PC/client is not active then ports show up as closed

There is "Port Forwarding", this is basically if you want to connect from the outside/internet to your network e.g. if you have an FTP server which you want to contact from the internet see: https://superuser.com/questions/684201/port-forwarding-not-working-in-dd-wrt

Then there is "Port Range Forwarding" that is if you want to open up ports from the inside, e.g one of your machines has a torrent client for which you want to open up a port, this is like a manual UPnP.

i have tryed to manually port forward on my router that port, and it showing up as filtered open and i have tryed to disable upnp and as far as doing static dns and mqsdns and disabled that so at this point im really not sure what im doing wrong

What exactly are you trying to accomplish?
What router and build are you using?

If the port shows up as open then it is open, when you did not forward the port, the port is stealthed, use the port scanner I have pointed to.
