I have solved my problem but almost accidentally. I had a fairly large dnsmasq file and dnsmasq was not starting. Well, more precisely it said it started in the /var/log/messages but was not running.

My mistake was a typo (strange dhcp is not spelled dchp) but only after fiddling with it for a long time.

I tried all sorts of combinations, the do-not-deamonize and keep-foreground options from more full implementations, and could not get any output from the execution to tell me the problem.

Is there a way to capture the output of dnsmasq if it's not starting?

Note I found a lot of threads on dnsmasq logging of requests -- that's not my question, I understand it was removed. But was ALL logging removed, no way to find out what it knows of syntax errors in the config, for example?

Just want to be more prepared next time....
