You now got a new version of OpenVPN (2.4)

There is now a PBR field in the Setup of OpenVPN Client.

Per Yngve is right (he usually is Smile )
However there could also be another problem:
for PBR to work you have to disable SFE (on the Setup/Basic setup tab)
