I am not asking how to do a proxy/vpn client on dd-wrt.
How do I look up dependencies for entware packages without using opkg on my router?

I guess, either google or install those packages and see what else they will need..more often it will come autoinstalled or it will ask...

If you do not use opkg to resolve the dependencies then you have to unpack the packages and look in the control file - the dependencies are in there.
