i know a lot a sellers just make up these db numbers, are they all really just 3db on average?

DB numbers describe the specifications of the antenna like the gain of the antenna etc. and also the radiation pattern of the antenna i.e. the coverage area of the antenna. The 3 DB is not an average but it is standard value of the gain of antenna and it means the gain of the antenna is almost double than the isotropic antenna.
