TTL ELM327 usb HELP

Hey Just Wondering As I Have A ELM327 USB to 9pin Serial OBD tool that Has A FDTI 232 chip in it so could i just conect RX, TX <GND onto my Router TX, RX GND And Flash Via Serial Terminal..??
Also What Software Is The Best To Use?
