Can't get into redboot to revert to stock firmware

I am trying to revert my actiontec mi424wr rev c back to stock firmware but I can't seem to telnet into redboot. I can telnet on port 23 into dd-wrt just fine but not on port 9000. I've looked at the wiki and it's not much help. I have a static IP on my computer and I'm plugged into the WAN port but I keep getting connection failed. Is there a certain time like when booting up the router when I can access redboot or does it matter?

Were you able to telnet to redboot before or is it the first time that you tried to do so? Does the device have a serial port?
