Trac Issue Tracker website - Not able to make an account

I keep getting told that I am spam when I try to register a new Trac account so I can submit issues into the issuetracker. I fill out all the info and it rejects me right away. What the heck? I'd like to report a USB smb bug but I have no way to do so.
