WNDR4000: Max TX Power, LEDs & Channels

Hello,

What is the safest max TX Power on the WNDR4000?
I currently have both bands at 71mW

Also the 2.4 GHz and the 5 GHz wireless leds don't indicate traffic, they just stay solid (any GPIO commands i could use?).

Also since the 5 GHz is at 71mW, does it matter if i choose either the lower channels or higher channels?
PS. There are no other 5 GHz networks in the neighbourhood
