Slow download speed on router TP-Link TL-WR841ND v5

Hello.
I have the router TP-Link TL-WR841ND v5.
I connected to the ISP via L2TP protocol.
My maximum download speed is 1500KB / s.
My ISP provides a site to test the download speed.
Before I installed the firmware:
v24 presp2 beta build 15778
I checked my download speed with the ISP's site and the download speed was at the maximum (about - 1420KB/s - 1480KB/s)

Now it's less good than before
After I installed the firmware I had to disable the option "Refuse PAP" (for the L2TP settings) because if I did not do it then I get an error from the ISP says "Username or password incorrect" and I can go only to the ISP site.

My download speed according to the ISP site is 700KB/s - 1410KB/s.
the ISP site provide two types of tests:
Download for 50 MB file
And 500 MB Download for file

the Download speed of the 50MB file Reaches only to the speed 1009KB/s.
and the Download speed of the 500MB file Reaches the speed 1440KB/s.

I checked if the problem is also with other people and do not have this problem.
There is no problem of the ISP investigation.

Another point -
When I tried to download the 500Mb file With a download manager So even in this case the speed has dropped to 700KB/s and It is not normal at all. in the Previous firmware the download manager was always download on the maximum speed

There is only one situation where there are no problems (the problems I mentioned) and that if I define a direct connection (no L2TP protocol)
But then I do not get the Prioritization dictated that I pay for it.

I have same problem.. my download, and upload speed is limited to 10Mb/s in default settings, and i don't know why... you are received any solution to your problem?
