I'm sure that this question is addressed somewhere, as it's got to be a pretty common problem/question.

I'm on a wifi network that's shared with other people. I have a suspicion that someone bittorrents and destroys the bandwidth for everyone else.

Which package(s) will monitor, and limit, bandwith on a per-ip basis?

I saw BWLog, http://www.dd-wrt.com/wiki/index.php/BWlog
But it seems to be for primarily the whole internet connection rather than individual DHCP clients.

iftop looks like it might fit the bill, but seems to be a passive monitor rather than active bandwidth capping.
