FTP User Specific Access Rights

Hi,
I'm trying to setup my USB HDD formatted as NTFS with DD-WRT on my Asus RT-N68U

The server seems to be working fine both locally and over the my DDNS Hostname but the problem lies in permissions.

I had previously had the server setup with AsusWRT with an "Everyone" folder that all users (except me) had read only access to. I had Read-write however to add and remove files. Then there were personal folders. Each user had their own personal folder that only they could see and access.

At the moment I have created a directory on the HDD called "public" and granted everyone access to it by creating a share and setting the subdir to /public and the name to Everyone. The public checkbox is not selected as I don't know what it does and access is set to read-only. Despite this any user can directly edit or delete files from here. I have tried different accounts and they can all rename a text document I made despite the read-only status.

Why would this be?
