QoS Oddity on WZR-1750DHP/R7000/etc

Here's an odd thing. If I have a full-speed upload going and I look at the bandwidth graph, it's "choppy" — constantly bouncing between full and zero. So I disabled QoS mid-transfer (and hit "Apply") and then it smoothed out, as you see here.

After a little while, it got choppy again, so I re-enabled QoS and... it smoothed out. For a bit. Then went back to chop.

Is this normal? Is this my ISPs QoS/bandwidth limiting kicking in when my router's is disabled? Just curious. Wink
