Status>Wireless "client signal quality" is low

Buffalo WZR-600DHP2D with factory installed dd-wrt. Azio wireless n adapter rated 150mbps (ralink chip). The Ralink adapter's config utility reports 100 percent signal quality however dd-wrt at Status > Wireless reports only around 55%-70% signal quality for connection to this client (with the 2.4mhz radio). TX rate and RX rate for connection to this client are listed at about 65mbps to 72. Why not the full 150? Wireless adapter is pretty close to router. I set router to factory defaults to make sure none of my fiddling with the settings was the cause of the low rates and still had the low rates.

These TX and RX speeds are link speeds, right? not the throughput speeds. The config utility for the adapter reports similar speeds and labels them link speeds.
