MAC->hostname for dynamic IP

Is there a way to assign a hostname to a MAC without resorting to static IP assignments?

I currently have static IP for devices that either don't report a hostname or useless name like android+longrandomstring. I would prefer to assign only the hostname to a MAC but not give a static IP for that MAC.

What I really wanted is 1. identify the hostname for a given MAC, and 2. find out what time a dynamic IP was assigned (by inferring from the remaining lease time).

local dns does nothing for dnsmasq even though its wrongly placed in under it its for udhcpd
