Chillispot Landing page LOCAL to solve slow connection issue

Hi,
I have a network with some hotspots in Brazil but due to the speed of the Internet at some places, mostly because of the cost, some customers have cheap plans, landing page is taking time to load and customers get frustrated.
The main issue is that they dont wait for landing page and do a lot of clicks everywhere. Is it possible to have at chillispot a local page, like nocatsplash, to be loaded with a default message to customers reporting they are connected and should wait for another login page.
