Forwarding ttraffic through a gateway on a remote network

Hello.

My goal here is to connect two networks between houses. I have a neighbor with a vpn that can access a service through it and has some NAS drives and a printer I'd like to access.
I have a lead from his cable connected to a Cisco 800 series Router that has a DSL connection.
I have a TL-WR740N with DD-WRT on it connected to another ISP. How would I go about forwarding, for example, every request for 10.88.66.51 to 10.88.66.1, which is his gateway address ?

My bad. I meant to say a cat6 cable coming from his Cisco router.
Any hint on how I should approach this ?
