Messureing JTAG connections

Evil or Very Mad Only in case I was to stupid to solder the connections to the board and destroid the soldering eye from the TCK.
Is there a posseblity to messure maybe with a multimeter voltage TCK vs. GND to find out if the connection is still successful or can i not messure like this?

By the way do you think in case there is no connection to try to restore the connection on point 1?

Do you think the meaning of the contact labes in the red box belongs to the leiterbahn right of it?

And why i have TMS TDO TDI 2 times? Ontime TP11 TP12 TP13 and a second time as TP6 TP7 TP8?
