DD-WRT + Raspberry pi for captive portal?

I really want to create a guest network that is free for everyone to use but I need a captive portal to ensure users agree to a Terms of Service. Is it possible to set up a Raspberry pi as a captive portal to work with dd-wrt?

Chillispot seems dead. wifidog seems dead. I'm not sure if either would work well enough at this point. So I can either go for a paid option like http://www.hotspotsystem.com/hotspot-software

orrrrr, I have no idea.

I'm looking into making a RADIUS server with a PI.

The other option is to set up a pi to do it all...http://www.pihomeserver.fr/en/2014/05/22/raspberry-pi-home-server-creer-hot-spot-wifi-captive-portal/

I have no idea what the best option is at this point.

nocatsplash seems like a good idea but I think a captive portal would be better. I may want to try creating a public pay network.

Hotspotsytem has a free account with limited featureset, but I think this should work for most regular people without any business.
