Can anyone tell me if the Traffic by Month counter is affected by reboots? And is this a reliable counter to try and keep your ISP honest on data usage?

nope its not reliable only if your unit survive a month without reboot even thou use this approach instead...

The traffic by month counter is only reliable if you let it run for a full day. Then the cron job commits the data to nvram. On my routers that happens at the same time everyday plus/minus a minute.
Does this also log the inbound/outbound overhead traffic?
I am not quite sure what you mean by "overhead traffic", but all traffic is counted. For example, if you send a massive amount of pings that will get added in and show up to, same with the tcp-ack traffic, but remember those are usually so small relative to other traffic it is just noise. If you are wanting a perfect number, I doubt you will get it due to things like rounding.
