It seems like you can go down in dBm but you cannot go back up. I have tried with the GUI and I have tried with iwconfig and it's a no go. I am stuck at 23.

Not seeing that here. I can change values down and back up in the GUI. _________________ Router Model: Netgear R8000

Hey, sorry, I am running a Netgear X10 R9000. I set the variable in the terminal using the iwconfig ath0 txpower and it's been stuck at 23 since. I can go down, but not up. It is the latest kong build.
Sorry for the rookie mistake on the router, it was early.
