Downloads fail when SFE and firewall are both disabled

Using firmware

DD-WRT v3.0-r41771 std (12/21/19)

and kernel

Linux 4.4.206 #537 SMP Fri Dec 20 21:38:50 +04 2019 armv7l

and the R6250 router, with all other settings set to factory default, when the Shortcut Forwarding Engine (SFE) and the SPI firewall are both disabled, Internet downloads using a browser fail.

This also happens with firmware version r41418.

Procedure used:

1) Upgrade firmware to the version desired to be tested.
2) Restore the factory defaults using the GUI.
3) Set the Username and Password.
4) Set whatever settings are necessary for the Internet to work, while leaving SFE and the firewall enabled. (For me, no changes are necessary.)
5) Attempt to download a large file. I attempted an approx. 900MB file from catalog.update.microsoft.com. This succeeds.
6) Disable the firewall.
7) Download a large file. This succeeds.
8) Disable the SFE.
9) Download a large file. This fails.
10) Re-enable the firewall. Leave all the firewall checkboxes unchecked, if desired.
11) Download a large file. This succeeds.

I would like to know if this happens for other people.
