DHCP scope of one?

Hi. I have 2 wired desktops, 2 wireless laptops and now one mobile phone; DHCP server off and the PCs connected with static IPs.

The phone will not allow configuration of static IP. Now once DHCP server has to be enabled, I can't decide for the best, safest (or better in any way) setup. Each PC must use the same IP always and only the devices in my MAC list connected. Is it ok to limit DHCP scope to one, say 192.168.1.2? Or maybe 5 reserved/statically released?

Is there any way to configure specific IP/leases and reserve those to specific MAC addresses and not release any other? Thanks.
