Security issue with ECB-9500

During my testing of the ECB-9500 with the factory firmware as well as the latest update, I have discovered that while you can change the admin password in the web UI it does not change the telnet admin password. There also does not appear to be a manner to disable the telnet access.

Telnet access only appears to be enable for the internal networks so that would be the only source of this issue.
