RT-N66U Tx power adjustment.

I have (29134) build on my router, and i have the following problem. When I am changing my tx power from 71 to 350 nothing changes. The same problem is for 100,200,300 tx power.
May it be because of my country? I live in Ukrain, but I tuned my region in Basic setings on USA.

Problem in wifi driver, the power is limited to 100mW and not more than.

Is there any options like Merlin, Tomato, Merlin Fork?

Still limited by the driver.
