Will this QoS Setup plan work?

Suppose first PC downloads a large 300 MB file in Firefox browser via port 80. Second PC with also uses Firefox for browsing cnn.com consisting of mostly news articles files and is experiencing significant lag in loading the cnn.com pages as a result of the first PC's traffic.
If I set first PC's IP address equal to Bulk priority and second PC's IP address equal to Express priority in QoS, will DD-WRT de-prioritize the first PC's DOWNLINK traffic to 1.5%(Bulk) and therefore reduce the lag?
