QOS Upload Limit not working

Hello I am trying to setup the QOS upload/download limiting and I can't seem to figure out what is wrong. I tested these both wired and on wifi and the downloading is doing it's job fine, but I can't seem to get the upload to throttle. I tried using MAC and IP filtering I couldnt get IP to work at all, but that's not important I want to use MAC anyways. Here are my configurations I attempted. The iphone screen cap is into kilobytes. Any help would be appreciated.

I tried installing with the latest beta which from what I can tell is
Firmware VersionDD-WRT v24-sp2 (05/07/10) std-special - build 14402

I did the hard reset 90 seconds and then a power cycle after and started from scratch again in case some other settings were conflicting with the QOS , but it yielded the same results. Thanks for the reply.
